This document describes the NACA Counselor’s general job responsibilities, compensation, time commitment, requirements, training, and development. NACA Counselors, are hired contingent on becoming HUD-Certified and licensed as a Mortgage Loan Originator (“MLO”) (referred herein as “Licensed NACA Counselor”) in the state/s where her/his office originates NACA loans. The NACA Counselor is the primary point of contact from the initial counseling session through closing unless the NACA Counselor is not licensed, in which case a Licensed NACA Counselor would be responsible for the mortgage processing through closing. NACA Counselor’s performance and compensation is outcome based. Members come to NACA to achieve affordable homeownership and the performance requirements and performance pay incentivize such positive outcomes for the Members.

NACA is the only organization in the counseling and mortgage industry whose employees can provide low and moderate income borrowers, as well as those subjected to systemic racism, with access to affordable homeownership with an incredible mortgage while also earning considerable income. The NACA mortgage and homeownership program are so superior that they require virtually no marketing efforts. NACA provides an instant pipeline of homebuyers without the need to generate leads. This allows the NACA Counselor to be dedicated to helping NACA’s Members take control of their finances and prepare them for homeownership with NACA’s Best in America Mortgage which provides no down payment, no closing cost, no mortgage insurance, and at a below market interest rate.


Responsabilidades laborales:

A NACA Counselor manages a pipeline of Member files assigned to them and provides comprehensive, individual housing and financial management counseling services in a local NACA office or by video conferencing.

The NACA Counselor helps Members overcome the roadblocks preventing them from qualifying for a mortgage loan and purchasing a home. They ensure effective and timely communication, explain requirements, request necessary documents, assess readiness for homeownership, and determine an affordable mortgage payment considering each Member’s particular circumstances and goals. The NACA Counselor also works with Members to address and improve their financial management skills.  In addition, NACA Counselors need to have general knowledge and understanding of NACA’s counseling services for homeowners and renters.

The NACA Counselor utilizes NACA’s state of the art content management software called NACA-Lynx which enables paperless housing counseling and mortgage processing. The NACA Counselor works with Members to be qualified for the NACA Mortgage or other mortgages based on NACA’s comprehensive Policies and Procedures (“NACA Qualification”). This can be achieved quickly for some Members, while it may take several months or longer for others. The NACA Counselor qualifies the Member for the NACA Mortgage using NACA’s character based underwriting criteria and compensating factors. A NACA Mortgage Specialist reviews the NACA Counselor’s assessment to confirm if the Member should be NACA Qualified or requires additional counseling or documentation.

A NACA Counselor must maintain a professional demeanor and always provide outstanding customer services. A NACA Counselor educates the Member on their next steps at each stage of the process and utilizes problem solving skills and financial management guidance to help Members achieve homeownership. They must be able to work independently with Members. A NACA Counselor must manage their time effectively to provide accurate comprehensive counseling sessions within specified time limits. 

A NACA Counselor provides comprehensive housing counseling as well as the mortgage related activities described below, if licensed.  The NACA Counselor’s daily responsibilities include working with Members on the following:  

  • Provide a clear direction for a path towards their homeownership goals and improve their financial management skills.
  • Work with NACA’s Client Management System (CMS), NACA-Lynx, to accurately complete documentation and data entry for efficient and paperless qualification.
  • Write narratives and identify action items to document next steps after each counseling session and interaction with Members as required.
  • Review payment history, liabilities, assets, and other criteria to determine readiness of home ownership.
  • Develop a realistic monthly budget and address budget issues through comprehensive financial counseling.
  • Define a plan to save the minimum required funds to make the home purchase. 
  • Determine a maximum affordable mortgage payment and define a path to achieve Member’s homeownership purchase price/goal.
  • Calculate a monthly cash flow surplus to establish a Member’s long term affordable mortgage payment, which may be higher than their current rent. 
  • Examine and process documents and address issues as needed.
  • Address NACA Qualification conditions (if any) within 48 hours.
  • Provide information on alternative mortgage products and options for the Member to feel comfortable with their mortgage decision.

Other Activities and Requirements:

  • Participate in NACA events and campaigns.

Mortgage Origination & Processing (Licensed NACA Counselor)

In addition to providing the above counseling, a Licensed NACA Counselor assists the Member in securing a NACA mortgage by providing mortgage origination and processing services regarding a mortgage application for a specific property, including the following:         

  • Assist Members during their housing search to purchase within their affordability and eligibility.
  • Maintain communication during the Member’s housing search to maintain their NACA Qualification.  
  • Assist and educate Members on accessing their property qualification documents.  
  • Review and process Member’s application for NACA Credit Access to ensure the Member and the property adhere to NACA’s criteria.
  • Submit the Member’s mortgage application.
  • Address lender conditions.

Assist the Member through closing to facilitate the mortgage process where appropriate.

Compensación:

A NACA Counselor’s total compensation consists of Base Pay, overtime, Performance Pay, and Monthly Bonus Payment. Only Licensed NACA Counselors can receive Performance Pay and a Monthly Bonus. A NACA Counselor can only receive the compensation stated in this section.  NACA does not allow any NACA employee to charge the Members or others for any service provided, nor to add any product to the loan, receive a referral fee, or do anything else to increase compensation. A NACA Counselor’s compensation is structured to allow them to earn an overall compensation from $60,000 to $100,000+ with a significant portion from their Performance Pay. The compensation details are described below.

The Base Pay is $15.00 per hour, or greater if required by state law, plus any applicable overtime. The Base Pay for a NACA Counselor provides a minimum “cash-flow” each pay period to compensate for outreach, NACA’s advocacy campaigns, and other activities set forth by NACA. NACA Counselors may be required to participate in NACA events, which may occur on weekends, weekdays, or require extended hours. The compensation for these events may be different than what is stated herein as determined at NACA’s sole discretion.

Performance Payment

Performance Payment is significantly higher for services provided to Members in greatest need of NACA’s Purchase program. These Members are low to moderate income Members and higher income Members purchasing in low to moderate income areas as follows:    

  • Miembros prioritarios: Members whose combined income listed on the loan application is 100% or less of the median income in the Metropolitan Statistical Area (“MSA”) where the Member purchases. 
  • Priority Areas: Properties located in a census tract where the tract medium family income percentage is 80% or less of the MSA.

A NACA Counselor earns the entire Performance Pay when the NACA Counselor has both NACA Qualified the Member as well as taken the Member through mortgage processing and closed with the NACA Mortgage. When a NACA Counselor completes the NACA Qualification and another Licensed NACA Counselor completes the closing, both NACA Counselors will split the Performance Pay equally. A NACA Counselor who completes the mortgage processing and closing earns the entire compensation if a purchase contract is received after the NACA Qualification is expired (after six months), the Member’s qualification circumstances have significantly changed, and the qualifying NACA Counselor did not follow up, requiring a re-qualification. There will not be a split when the NACA Counselor who qualified the Member is not a Licensed NACA Counselor at the time of closing. 

  • Priority Member or Priority Area: $850 per closed NACA Mortgage
  • Non-Priority Member or Area: $500 per closed NACA Mortgage.  

Monthly Bonus Payment

The monthly bonus is $100 for each NACA Member closed in that month, provided the Licensed NACA Counselor meets the performance criteria listed below:

  1. Completes seven or more closings in a month from NACA Qualification through closing with the NACA Mortgage,
  2. At least five out of seven closings are Priority Members and/or in Priority Areas,
  3. Employed at NACA during the whole bonus month (i.e., not accrued or paid out pro-rata upon separation from employment.

NACA Performance and Bonus Pay may be reduced, eliminated, or shared as determined by NACA in its sole discretion when a NACA Counselor is not meeting certain performance standards, including but not limited to the following:

  1. Shared work with another employee
  2. Poor customer service rating from the Member
  3. Inaccurate or incomplete counseling
  4. Missing timelines
  5. Given a significant number of conditions at NACA Qualification, Credit Access, and/or by the lender
  6. Not adhering to NACA’s policies and procedures

Time Demands & Work Environment:

A NACA Counselor works approximately 45 to 50+ hours weekly and as necessary to meet the demands of the job. Basic work hours are: 8:30 a.m. to 6:00 p.m. weekdays and some late night(s). Two Saturdays are additionally required every month for homebuyer workshops and/or counseling scheduled from 8:30 a.m. to 1:00 p.m. A NACA Counselor may be required to work increased hours and weekends for campaigns, events, and other activities at NACA’s sole discretion.  NACA Counselors are required to work from a NACA office where they can be most effective and receive ongoing support. NACA may hire a NACA Counselor to work temporarily or permanently from their home using video conferencing based on NACA’s needs and individual circumstances. NACA Counselors must maintain punctuality to ensure accountability to team members, management, and their assigned Members.

Counselor Requirements:

A NACA Counselor’s performance and compensation is outcome based.  Members come to NACA to achieve affordable homeownership, and the performance requirements and performance pay incentivize such positive outcomes for the Members.

The NACA Counselor is required to provide comprehensive counseling sessions to at least 15 Members per week with the expectation of 20 or more sessions per week and to NACA Qualify a minimum of eight Members per month.  A major responsibility is to provide financial management counseling to keep them on the path for NACA Qualification and homeownership with improved payment history, on-time rental, payments, stopping over drafts, etc. This includes the following: an accurate current and future monthly budget that accurately reflects their documented income and expenses demonstrating increased savings, decreased debt, and/or reduced expenses. These are some of the basic qualities of good counseling that NACA provides and monitors.  NACA, at its sole discretion, may adjust such requirements or add requirements for an individual NACA Counselor(s) or more broadly.

Training & Development:

A NACA Counselor must demonstrate effective counseling, understanding of NACA’s policies and procedures, and obtain their licenses and certifications during the 12-week training and development period, which NACA may adjust at its discretion (“Development Period”). All NACA Counselors must become HUD Certified through the HUD certification process. They must also become a licensed MLO through the National Mortgage Licensing System and meet NACA’s Pre-purchase program training requirements and timelines during the Development Period.  The NACA Counselor must pass each stage, which requires training, studying, passing an exam/test, and meeting the applicable licensing/certification criteria and requirements.    

Newly hired NACA Counselors are provided with free comprehensive training, including classes, test preparation, support, mentorship, training to be an effective counselor, and the opportunity to create a strong base of Members. It is a NACA Counselor’s responsibility to utilize the support and tools provided by NACA to meet the training, licensing, and performance requirements. NACA may change the requirements at any time at its sole discretion.  NACA provides and pays the costs associated with certifications, including training and study time, pre-licensing education coursework, materials, tests, additional state class requirements, fingerprints, continuing education, and other requirements consistent with NACA’s policies and current regulations. NACA also provides pre-purchase training and ongoing support.

NACA provides assistance and coordination through NACA’s Compliance Department to meet the licensing requirements. A NACA Counselor must cooperate with the NACA Compliance Department to keep their individual license active and in good standing with the NMLS system in the respective states in which the NACA Counselor is authorized to conduct business. NACA invests significant time and resources to provide NACA Counselors with the training and tools needed to be successful. If a NACA Counselor is no longer employed with NACA within their first twelve months of employment for any reason, NACA reserves the right to utilize any available legal means to recover the full cost of their hiring process, training, certification(s), coursework, testing, licensing, and other associated fees and costs during their employment with NACA.
